According to an LA Times article, Los Angeles City Council recently implemented a dog leash system – no leash on your dog = a $100 fine for the first offense. No leash on your dog for the second offense and the fine will be increased.

There is a time and a place for everything – no leash at a dog park or other enclosed areas are one thing. Walking down the sidewalks of downtown Los Angeles may not be the best option to go sans leash. No matter how well-behaved or trained a dog is, I always make sure to leash dogs that are in my care. This is for the safety of the dog, me, for other dogs and peace of mind for the pet parent. A dog trainer told me to set my dog up for success, so the same goes for those dogs I care for – why risk it.
